Absztrakt (kivonat)

This paper discusses how trade wars and trade barriers between the United States, China, and the European Union will affect the global value chains (GVCs) in the next five years (2016- 2026). The study will examine how tariffs, export controls and regulation have transformed global trade flows, foreign direct investment (FDI) and production network in a geopolitically motivated economic environment. The mixed-methods methodology is adopted, and it will be based on both quantitative (trade and FDI data) and qualitative (policy changes and corporate strategies) evaluation. International trade databases and industry reports are utilized along with case studies in major industries, such as semiconductors, electric vehicles (EVs), and pharmaceuticals. The paper also presents a Global Value Chain Vulnerability Index (GVCVI) to evaluate exposure of different sectors to trade disruptions. The evidence is that trade wars have not diminished trade in the world but major structural changes have been caused. The intensity of trade between the U.S. and China decreased, with the share of imports decreasing to about 16-17% by the middle of 2020s as compared to 21-22% in 2017. Concurrently, there was an increase in trade diversion to other countries like Vietnam, India and Mexico. The FDI flows also turned towards the emerging markets, which was the corporate attempts to avoid the geopolitical risks. Moreover, global value chains are now more regionalized and fragmented with more intra-regional trade networks in North America and Europe. Sectors involving high�technology are more vulnerable because of a concentration of supply chains and technological dependencies whereas other sectors are more adaptable. The research concludes that globalization is not being reversed but reconfigured and is moving towards a system of resilience, diversification, and strategic competition. Such results reflect the importance of concerted policy actions and proactive corporate actions to overcome the shifting global trade environment.
