This thesis examines the role of Foreign Direct Investment (FDI) for local market development. The case study is the coffee export industry of the Lao People’s Democratic Republic (Laos). The coffee production industry is one of the most important export-oriented agricultural sectors in the country. The coffee is mainly produced on the Bolaven Plateau in the southern Champasak Province of Laos. The coffee industry generates more than $60 million per year and directly or indirectly employs up to 25,000 farming house-holds. This study examines, through four theoretical frameworks, how FDI can potentially transfer positive externalities and enhance local involvement and growth of the domestic market. It also looks at the host country’s reliance on FDI as well as the connection between Global Value Chain (GVC) and FDI, using the coffee sector as an example. A mixed meth-ods approach was used whereby analysis of secondary sources (academic texts etc.) was carried out prior to the original research. This consisted of a survey of local coffee consum-ers in main retail outlets across the country. A survey of local consumers rated the quality of coffee in the country high, indicating a positive outlook for the growth and development of Lao coffee and the interests of rural stakeholders through the creation of employment opportunities, increased export competitiveness and better-quality coffee. Whilst the benefits of growth in the Lao coffee sector are unlikely to be equally shared, smallholder farmers have a limited role in the value chain. However, in the short term Foreign Direct Investment (FDI) is expected to be positive to the growth and development of the sector. In the longer term, the future of the sector will depend on a number of factors including relevant government regulations and effective governance as well as cooperation between foreign investors and rural based coffee farmers.
