For investigating the reasons of prevent improvements in the investments in Azerbaijan were conducted with a case study. Since the beginning of the 20th century, we have witnessed an increase in participation in the development of investment attraction in the world. This is the result of countries not having the same economic and technological indicators and natural resources in the world. This document reflects the agreement and conditions that are one of the reasons for the current development of our country. The example of collaboration differs from accomplice to accomplice. The pattern of cooperation varies from partner to partner. The results show that even if the strategy adopted by Azerbaijan at the beginning of the century develops it, in today's world it is a very wrong step to build an economy in only one area and attract investors. The article outlines the ways in which this problem can be solved today and the main directions to be taken in improving the country's investment policy. Competition between countries to attract investment has intensified in recent decades. Therefore, the identification of factors that make the economy and government policy of a country attractive for investment is always in the focus of pure scientific research, as well as practical research of international organizations and national governments. From the time Azerbaijan has earned its independence, investments in the country are slightly increasing. We can see this increase in all industries especially in the oil and gas investment which takes the highest part of foreign investment. Three types of elements of investment with the examples of Azerbaijan economy is also shown under the types of investments and its sources headline in this thesis. Besides the oil and gas industry, the natural resources industry such as the artificial and agricultural industries are also taking part in the ratio which has a part in the foreign investment of Azerbaijan economy. Non-oil industries also have an increase in the numbers of economic statistics. In the conclusion part which steps can follow to improve the numbers of investors in Azerbaijan is shown. At the same time, for improving the strategy of venture incitement ideas are also shown.
