Digital technologies have become an important part of higher education as universities respond to changing educational needs and ongoing digital transformation. Although digital tools are widely used, their presence alone does not guarantee meaningful educational use. Comparative research on how this process develops across different national contexts remains limited, particularly in relation to Azerbaijan and Hungary. This study examines the role of digital technologies in higher education by comparing the experiences of teachers and students in Azerbaijan and Hungary. It explores how technology is used in academic contexts, how it is perceived by users, and what challenges may affect its effective use. The research follows a mixed-method approach, combining data from an online questionnaire and semi-structured interviews, which were analyzed using descriptive and thematic methods. The findings show that digital technologies are widely used in both countries, although differences remain in institutional support, training opportunities, and the depth of pedagogical integration. They also highlight that the effectiveness of technology depends less on access alone and more on how consistently digital tools are supported, coordinated, and embedded in everyday academic practices.
