Globalization has created the necessity to learn foreign languages, shifting the educational systems to improve their language policy. This process is not neutral, as it is influenced by historical, political, economic, social, and cultural factors. This analysis examines language policies in Colombia and Spain, especially the construction of bilingualism and multilingualism in the globalized world. The research aims to compare the two countries’ perspectives on language learning, in relation to identity, equality, and social inclusion. To this end, a comparative qualitative methodology was employed, based on the analysis of documents and semi-structured interviews. Using official documentation on the language policies of each country, the Onion model and Spolsky's framework were used to analyze linguistic practices, beliefs, and language management. The results reveal that in Colombia, English is perceived as deeply connected to competitiveness and economic development, and that, in general, linguistic diversity is relegated to a secondary role. In contrast, the model proposed in present-day Spain is multilingual, integrating regional languages in a way that reinforces cultural identity and social cohesion. The study also highlights the gap between policy and implementation in both countries. These findings demonstrate that language policy is a result of ideologies and practices from different actors. They also reveal the need for more inclusive and context-sensitive language policy models.
